69....  Mr Li submitted in effect that since the Commissioner’s case against the applicants is based on the allegation that the 1^st applicant had obtained the OWP unlawfully, which is criminal in nature, this entails the Tribunal applying the criminal standard of proof.  [Barrister Mr C Y Li SC's] submission is wholly unsustainable...
